AN ACT legalizing certain Proceedings of the City Council of the City of Hannibal.
§ 1. The act of City Council leasing certain § 3. Change may be made as to the city

Be it enacted by the General Alssembly of the State of Missouri, as
follows :
§ 1. The action of the City Council of the city of Hannibal in leasing
to Isaac Otis and his successors, his and their associates and assigns, either as
individuals or as a body corporate, under such names as he or they may here-
after assume, at the yearly rent of one dollar, for the term of ninety-nine (99}
years, with the privilege of two (2) renewals, all the lands in the city front,
inside a line laid down on a map drawn by the City Engineer, and now in
possession of the city, said line commencing at a point of the present landing,
at a line drawn eastwardly from the north side of Bird street, and running
southwardly, till it intersects the Hannibal and St. Joseph Railroad landing,
by an ordinance of said City Council, entitled an ordinance to provide for the
building and improvement of the public landing, approved November 17,
1859, be and the same is hereby declared legal and valid; anythirg in the
charter of said city, or any law or laws, or parts of same, to the contrary
notwithstanding.
§ 2. The contract of lease alluded to in the preceding section, between
said City Council, representing the city of Hannibal, and said Otis, is here-
by declared to be legal, and of as binding effect and force between the par-
ties thereto, as if no legal disability to the execution of said contract had
existed.
§ 3. The said City Council are hereby authorized to make any change
or changes, with reference to the boundaries of the city front leased to said
Otis, as may be at any time found expedient, and be agreed upon by and
bttween the said Council, representing the city of Hannibal, and the said
Otis.
This act shall take effect and be in force from and after its passage.

therefore,
