follows :
1. The eleventh section of the above recited act is hereby amended as
follows: The Council shall have power, by ordinance, to levy and collect a
tax on all white male inhabitants of the town, over the age of twenty-one
years, not exceeding fifty cents in any one year; to levy and collect general
taxes upon all real and personal property within the town, not exceeding one
half of one per cent. on the assessed value thereof ; to levy and collect a
special tax upon all real and personal property within the town, not exceed-
ing one-fourth of one per cent. upon the assessed value thereof, for the pur-
pose of making imprcvements in said town, whenever the Mayor and Coun-
cil shall deem it expedient for the mutual benefit of the citizens: Provided.
nevertheless, That no tax shall be levied upon the wearing apparel or nec-
essary tools or implements of any person used in carrying on his trade, nor
shall the same be seized or sold for taxes.
§ 2. The nineteenth section of the above recited act is hereby amended
as follows : The Mayor shall have all the powers and jnrisdiction vested in
Justices of the Peace in civil and criminal matters within the limits of said
town, and further, he shall have power to try all causes, both civil and crim-
inal, within said town, without a jury: Provided, nevertheless, That a
jury trial is not demanded by either party; and have all the powers and juris-
diction conferred upon Justices of the Peace in similar matters ; and shall
be entitled to similar fees ; and appeals may be taken to the Circuit Court in
like manner as in Justices' Courts. The Mayor may issue his warrant and
caus6 to be apprehended, any person accused of transgressing any of the
ordinances of the town. The accused may have the right, if he demand it,
of being tried by six competent persons, who, if they find him guilty, shall
assess his fine, and in every case upon his refusal to pay such fine assessed
by the jury, or upon his refusal to pay such fine assessed by the court, set-
ting for the trial of causes for violation of said ordinances, the Mayor may
sentence him to be imprisoned not exceeding ten days.
This act to take effect and be in force from and after its passage.

tion.
2. Corporate powers vested in a Mayor
and Councilmen; how elected ; term
of office; qualifications for office of
Councilmen.
3. Qialifications of voters.
4. When general election for town officers
held; failure to elect officers for two
years forfeits charter.
5. How vacancies of Councilmen filled.
6. All officers to take oath before entering
on duties of office.
7. Mayor and Councilmen to constitute
Town Council; Mayor President of
Council; his duties as such; may
call meetings.

§ S. Provisions as to quorum, and as to pow-
ers and mode of proceedings of the
Council.
9. Powers and duties of Council for the
preservation of order in said town;
for the prevention of fires ; for the
opening and improving streets; for
police regulations; for imposing
flnes, etc.
10. Powers of Council as to imposing
license, and poll tax, and taxes on
property; a tax greater than an
amount herein specified shall not be
levied, unless voted on directly.
11. Powers of Council as to enforcing the
collection of taxes.
