Who declared  SEc. 18. Every slave, who shall be found at any place,

charged, on being satisfied that such person is not a runaway
slave, and, for that purpose, may cause such person to be
brought before them by a writ of habeas corpus.
In what cases  SEc. 20. When any person, committed as a runaway slave,
and when ex- shall die in jail, or be discharged from  custody by the order
