WinnmtEAs, it appears that Minerva Barnes was Preamble.
bound as an apprentice to one Alexander Clear,
in the State of Pennsylvania, and during such
apprenticeship was brought into this State by
the fainily of said Clear, and under their au-
thority, where she has since resided; And
whereas, the said Minerva Barnes is now free
from her apprenticeship, and is anxious to re-
main in this State, where she has been many
years ; Therefore,

woman of color, be and she is hereby at lib-ad
erty to remain in this State, and that she be
entitled to the same rights and privileges as
