empowered, if in their discretion they shall deem it
expedient, to levy on the assessable property of said
county, a sum of money sufficient for the construc-
tion of a new bridge, over l3ack creek, in Cecil
county, at or near the site of the old one, said bridge
to be built on substantial piling, with stone abutments
at each end, and to be at least twenty feet wide,
including parapets, with a pivot opening at time chan-
nel at least thirty feet wide, said pivot to be rested
on a stone abutment.
County com-  SEc. 2. ./nd he it enacted, That the said County
inissioners nu-
thorjied to  Commissioners, after having proceeded to levy a
contract,  sum of money, for the ronstruction of said bridge,
as aforesaid, be and they are hcreby authorised and
required, to let the building of said bridge out to the
Proviso,  lowest bidder ; Provided, That the person or per-
sons to whom such contract may be given, shall, be-
fore beginning the construction of said bridge,
give bond and security, to be approved by the said
Commissioners, that the work upon said bridge shall
be performed and completed in a substantial and
workmanlike manner.

At liberty to  SECTION 1. Be it enacted by the General Assembly

liberty to return to the State of Maryland, and there-
after be entitled to the same rights and privileges that
the free colored population are now entitled to under
the laws of this State.
