grant license,of Maryland, That it shall not be lawful for the clei;

cial order of of the (iitcut court for Somerset, Worcester and Ann,
court.     Arundel counties, to grant license to tny free negro r
mulatto to sell mercmamdise in said counties, except by
the spectal order of the Circuit court for Iha proper
county, to be passed on tile recommendation of not less
thaen Iwelve Tspectable freeholders of tihe neigliborhood
in which stich negro or nmlalto proposes to carry on
his business, and no license to any free negio or mu-
latto siall nuthorise the sale of ardent spirits.
