Ald be it enacted, That thli concerns of spcCtion the institution hereby incorporated, shall at all times be subject to the inspection of the treasurer of Mary- land, or of' such other officer or *agent of the State, as may be selected by either branch of the Legisla- ture for that purpose, and the Legislature shall at all times have the right to alter or anul this act.
