Sec. 5. Alnd be it enacted, That the said trustees and CHTAP. 255.-
their  muccessorf, or a  majority  of  them, shall meet at  Icast  .,i-m,41,
twice in every year, in stated semi-annual meetings, to be
appointed by their own ordinances, and at such other times
as by their said ordinances, or by their own adjournments
as they may direct, and when so assembled they shall have
power from time to time to appoint a President, rreasurcr,
and Secretary, to make contracts with the professors or
teachers relative to the instruction of tie scholars, to he
placed under their care, and for the pliyment of their sala-
ries; to examine the progress ot the students and scholars;
to hear and determine on all complaints and appeals, and all
matters touching the discipline and government of the said
Academy and the execution of their ordinances, and gem.
rally to manage the state and concerns of the said seminary,
in such manier as they shall dern best for the advantage of
the institution.

Be it eiacted by the General .Assembly of Jlkeryland, That De.,t ,,,ri , t
John D. Perkins, of Kent county, in the State of Delaware,
be and he is hereby authorised and empowered, to make
and execute a deed    of manrlmission, to the woman
named Nancy, and her children Robert, Samuel, and Clin-
ton, being the wife and children of Robert Rollin, a free
colored man, residing in Queen Anne's county, and the
clerk of Queen Anne's County court, is hereby authlorised
and dirceted to record the same, which when so recotifed,
shall be good and valid, any law of this State to the con,
trary nothwithstanding.
