ltv for  Sec. 1. Be it enacted by ihe General Asyembly of Marylando
sfill  That from and after the first day of May next, it shall not be
oVith- law hul for any person to purchase of any free negro or mulatto,
tificate nny quantity of tobacco in transfer or parcels, under the penalty
of one hundred dollars for every such oflkcnce, to be recovered
by indictment in the county court of the county where such
person purchasing the same may residei one hilf shall go to the
informer, and the othei half to the county, unless the free negro
or mulatto, selling the same shall at the time of offezing the said
t9bacco t~r sile, produce a certificate from a jiustice of the peace
Of the county1 certifying the quantity and quality thereof.

nstruc any certificate to any free negro or mulatto, unless the said free
negro or mulatto, (as the case may he,) shall prove by one or
more respectable citizens of the ncighbourlhood where he,she, or
they may r'.side, that the tobacco was made by such free iegro
or mulatto, or honestly acquired.

SEc. 1..Be it enacted by the General Assembly o/ JMaryland,
That William Patterson, William Lormani John M'Kim, So.
1omon Etting, Charles S. Sewell, William Stewart, Isaac M'Kimj
George Winchestcr, John Hollins, John Patterson, James L.
Hawkins, William Gilmor, Benjamin C. Howard, David Burke,
Alexander C. Bullit, John S. Tyson, James M'Culloh and'
Jolin Archer, be, and they are hereby appointed commissioners,
and they, or a majority of them shall cause books to be opened
qt such times and places as they may deem advisable, for the
purpose of receiving subscriptions to the capital stock of the
company hereinafter incorporated; notice having been given as
the said commissioners may, deem expedient, of the times and
placei of opening the said books, and to continue the said books
open* from time to time, so long and as often as they shall find
necessary to compie such subscription.
2. And be it enacted, That the capital stock of the said com-
pany shall be two millions five hundred . thousand dollars, in
shares of 6ne hundred dollars each; and the corporation of. the
city of Baltimore, and any other corporation or Individual in, this
