WHEREAS, it is represented to this Gene'al As-
semibly, that it would greatly contribute to the advan-
tage an( improvement of Salisbury, in Somerset
and Worcester counties, that the same should be
placed under the care and regulation of certain com-
missioners, to be elected by the citizens thereof, and
vested with sufficient powers to forward and effect
the purposes intended :-Therefore,
BE IT ENACTED by the General Assembly of
Maryland, That five judicious and discreet persons,
residing in the said town, or within three miles threof,
and possessed of landed property within the said
town in his own right, or in right of his wife, of the
value of one hundred dollars, shall l'e elected by bal-
lot, on the second Monday in March, in the year eigh-
Icen hundred and twelve, at the house of Ann Chaille,
.n the said town, by the free white male inhabitants
thereof, above the age of one-and-twenty years, and
having resided within the limits of the said town for
Ihe space of one year next preceding the election,and
iavig property in possession of the value of thirty
dollars, and by such other persons as are hereinafter
authorised to vote at such election ; and the five per-
sons who shall appear to have the greatest number of
v'tes at ithe close of the election, shall be declared to
