of the parishes aforesaid shall issue their warrants on the Auditor
of Public Accounts for such sums as may be due to the families as
aforesaid, for three months in advance, in favor of the parish
Treasurer, and thereupon, the Auditor shall issue his warrant upon
the State Treasurer for the full amount.
Sec. 4. Be it further enacted, &c., That the Police Jury shall
require of the Parish Treasurer a bond with two good securities in
favor of the State, to secure the proper disbursement of the funds
when so received, a certified copy of which shall be forwarded to
the Auditor of Public Accounts.
See. 5. Be it further enacted, &c., That the funds so received
from the State Treasurer shall be placed to the credit of a fund, to
be called The Soldier's Relief Fund, and paid out by the Parish
Treasurer on the warrant of the President of the Police Jury.
Sec. 6. Be it further enacted, &c., That the allowance to the
families as aforesaid, shall continue to be paid to them, in the man-
ncr hereinbefore provided, until the war between I he Confederate
States and the United States is over, and that this Act shall be so
construed as to apply to the families of such officers, non-commis-
sioned officers, soldiers and marines as have died in the service of
the Confederate States or of this State.
Sec. 7. 13e it further enacted, &c., That the sum of Five Million
Dollars be, and the same is hereby appropriated, for the purpose of
carrying out the provisions of this Act.

No. 42.]                  AN ACT
To organize the Militia for the Defence of the State.
Sec. 1. Be it enacted by the Senate and House of Representa-
tives of the State of Louisiana, in General Assembly convened;
That the militia of the State of Louisiana shall be composed of all
the free white males capable of bearing arms, between the ages of
seventeen and fifty, not actually in the civil or military service of
the Confederate States, whether citizens of the State or residents
thereof, temporarily or permanently, who shall be liable to the per-
formance of military duty, unless specially exempted by this act.
Sec. 2. Be it further enacted, &c., That the following persons
shall be exempt from militia service: Judges of the Supreme. and
District Courts, Auditor of Public Accounts, State Treasurer, At-
torney General, Secretary of State, Superintendent of Public Edu-
