Be it enacted by the Senate and House of Eepresentatives of the State
$50 appropri- of Louisiana in General Assembly ecmueed, That the sum of fifty dollars
to. . e be and the same is hereby appropriated out of' any money in the
Treasury not otherwise appropriated, to be paid to C. I. French,
Jail Physician, for the parish of' East Baton Congo, on the warrant
of' the Auditor of Public Accounts, said sum being due him for ser-
vices rendered in the last sickness of Henry Glover, a negro man
belonging to the State of Louisiana.

. To limit and equalize Municipal Tuxation i the City of New Orleas.
Preamble. WIMERAS, the Gceoral Assembly has been memorialized by citizens
of New Orleans to equalize taxation in said city, and to limit the
rate of taxation on real estate and slaves, to one and one-half per
cent. on the assessed value thereof; and whereas it has been de-
monstrated to this General Assembly, that such a rate of' taxation,
will produce, when levied on the seventy millions of ilat species
of property, an amount ample and suflicient, to pay annually the
consolidated and railroad debts of said city, amountiig together
to eight hundred and sevety-two thousand dollars, and further-
more to leave a surplus of' one hundred and seventy-eight thou-
sand dollars, applicable to ordinary municipal pmrposes; and
whereas it is deemed prudent and expedient by this General As-
sembly to place soine restraint upon the power of municipal taxa-
tion and to render the same equal and uniform, according to the
principles of justice and the provisions of the Constitution of the
State: Therefore,

tatives of the State of Louisiana in General Assembly convened,

exceeding one dollar and fifty cents on every hundred dollars of the
assessed valuation of real estate and slaves situated within the
limits of said city, and subject to municipal taxation therein; pro-
vided that such an amount shall be raised thereby, as shall be suffi-
cient to pay the interest of the present city debts, together with
the gradual reduction of the capital of the consolidated debt as
