hereby created, a body corporate for a term expiring on the first day
of March, eighteen hundred and eighty-one, under the name and
title of  The Congregation of the Roinan Catholic Church of Ascen-
Powers ofCon- sion, and under said title, shall enjoy the right of succession, and
regaon.   shall be entitled to have, to hold, and eijoy for themselves and their
successors, all kinds of property, real and personal, all lands,
mnovables and cTects whatever, by means of any act, contract,
transfer, purchase or transactions of whatever nature, or from whom-
soever it may be; to receive any donation and cession ivter vio,
purchase, acquire, build, repair, increase, improve and insure, any
kind of property or the value thereof, lease, farm out, hire for a
space of time not to oxceed the term of ten years, any property be-
longing to said Congregation, and according to the advantages
which may result to said corporation; that they may sue and be
sued, defend and be defended, in all suits and actions generally;
make and put in execution each and every act and regulation that
may concern said Congregation; and that they shall also have a
common seal, which they may alter, change or destroy at pleasure,
and may ordain and make any by-laws or regulations, for the better
Proviso.  administration of the said Congregation; provided, that the same
oontain nothing contrary to the Constitution and laws of this State,
nor the Constitution and laws of the United States.

Relative to the President's Message.
Preamble.  WiHERIS, there is a determination on the part of many of our
Northern brethren in the National Logislature to merge all prior
differences of opinion, and thrust upon the country a sectional
issue that is utterly incompatible with the integrity of the
Union;
AN) wivrAls, it is the firm determination of the people of this
State to sever all alliance with every party or faction entertain-
in- views antagonistic to the vital interests of the South, and to
hold their party allegiance subservient to the great question of
constitutional equality, and to use all proper means to sus-
tain those patriots in the Northern States who revere the Con-
stitution and are resolved to maintain it inviolable; therefore,
