To provide compensation to owners of slaves condemned to death or the Peniten-
tiary, by the State.
SECTION 1. Be it enacted by the Senate and House oJ Repre-

Repealing of all Acts.  SEC. 2. Be it further enacted, 4c., That all laws or parts of laws
conflicting with this Act, be and the same are hereby repealed.
