AN ACT
To take the moft efeElive meafares in order to prevent the trans-
portation or carryng away of flaves out of this State, againft
the will of their owners, and for other purpfies.
SEC. 1.   Be it enacted by the eyate and Houfe of
Reprefentatives of the State of Louijiana in general aqfenbly con-
vened ; That from and after the paffing of this ;&, if any
master or commander of any fhip, veiTel, or other witer-craft
in this State, or any other perfon, fhall carry and convey out
of the fame, on board of any fuch fhip, veffel, or other water-
craft, any flave or flaves, the property of any perfon or per-
fons of this State, without the content of the owner or
owners of the faid flave or flaves previoufly obtained; or
thall take and receive on board of any fuch fhips, veffels, or
other water-crifd, any fuch flaveor flives, or permit or fuffer
the fame to be done, with the intent and for the purpofe of
carryng and conveying fuch flive or flaves out of this State;
or thall wickedly and willingly conceal or permit to be con.
cealed on board of any fuch fhip, veffel, or other water-craft,
any flave or flaves who Thall, or may hereafter abfcond from
their master or mistrefs. with the intent and for the purpofe of
enabling fuch flave or fl.ves, to eff & his, her, or their ecape
out of this State, every fuch master or commander of any fuck
thip, veffel or other water-craft, or any other perfon, Co car.
ryng and conveying, or 1o taking, receiving, and concealing,
or cauling or permitting the fame to be done with an intent
as aforeiaid, thall be fubjett to a criminal profecution, and on
convialon of any of the faid offinces, hall fuffer imprifon-
ment at hard labour for a teim not exceeding feven yearr,
and not lefs than three years, and moreover, the aid master
or commander, or any other perfon, thall be fentencend to
pay all the damages that the owner or owners of the faid
flave or flaves may have fuffered thereby, which damages
flill be affefsed by the fame jury who thall give their verdift
on the criminal profecution, provided, that, whenever any
flive or flaves thall be found on board anf thip, veffel, or
other water-craft, the prelfmption fhall be that foch flave or
flaves, were received or concealed on board laid thip, veffel,
or other water-craft, with the intent aforefaid, raving to the
party accufed, the right of thewing the contrary.
SE C. 2. And be it further ena~ed ; That if any'
perfon or perfous (hall carry and convey, or attempt to carry
and convey out of this State, by land, any flave or flaves
being the property of any perfon or perfons of this State,
