Taxes paid by hirers of negroes, in certain cees.--Oath of Tax-Payers.
Banking privileges, to be made to the Comptroller General on
the 1st of April ih each and every year; and the tax to be paid di-
rectly to the State Tmreaqurey free of cost to the State, on the first
of October, in each and every year. In levying said taxes he
Comptroller General shall levy the same tax upon said incorpora-
tions, as is levied upon all other property of the tax-payers of this
State. Aid whereas, by the 1oth section of an Act, approved De-
cember 14th ISo3, a tax was directed to be levied both upo n
the Assets and the Capital stock of these incorporations, thereby
taxing both the indebtedness as well as their assets: For remedy
whereof, Be it jArther enacted,. That the several Banking Cor-
porations, and all incorporated companies usingI Banking priv-
ileges in this State, upon the payment of the tax upbn their
Ga.t. 1  sAssets, be relieved from the tax on their Capital stock ; and where
any of them have paid into the State Treasury the tax upon both
their assets and Capital stock, his Excellency the Governor, is
hereby authorized to draw his warrant on the Treasury for, and
 Ai'refund the amouft thus paid on the Capital stock by said incorpo-
rations.
SEC. II. Repeals conflicting laws.

8. SECTION 1. BeC it enacted, 4t., That the Governor of the State
Yarxb-u.aof Georgia, is authorized to draw his warrant on the Treasurer, to
g * refund all taxes paid by hirers of negroes on the samile, when sat-
- arrisfactory evidence is given to the Comptroller General of the
**n*n.  amount paid, and that the owner of said -uegroes or his agent, has-
paid the said taxes.
SEC. II. All conflicting laws are hereby repealed.
