com* .%sioners shall have the power of Justices of the Peace, within the
corporate limits of said town, and bind over to the Superior Court
all persons guilty of offences within the corporate linits of said
town, or for want of bail commit them to jail.

1. Sic. I. Be it enacted, tv., That' from and after the passage of

the citizens residing within said incorporation, entitled to vote for
