52. Sec. IX. And be it further enacted, That said President Ouns

as they may see fit and proper, shall pass such laws and ordinan-
ces for the control of slaves and free persons of color in said town, Powers or

53. Sec. X. And be it further enacted, That said President and

town of Elborton be, and are hereby authorized and empowered to
levy an annual tax upon the inhabitants and property within the
