Oxford.
Spirituou. for the sale or retail of spirituous liquors, shall be vested in the com-
liquors  missioners ofsaid Village, under such regulations as they prescribe;
Provided, the license fee shall not exceed fifty dollars, and they are
hereby vested with the exclusive power to grant said licenses, in
the corporate limits aforesaid, and also to impose such conditions,
restrictions, and penalties as they or a majority of them may deem
necessary and proper, not repugnant to the constitution of the
United States, and the constitution and laws of this State.
10. Sec. X. Be it further enacted, That the city council of Augus-
ta shall have power and authority to appoint a board of commission-

sioners, whose duty it shall be to elect a teacher or teachers for said

ure to perform this duty on the part of any one or more of said board
his or their office shall be vacated at once, and said council shall
then proceed to fill such vacancy or vacancies with such persons as
will attend to such duties connected with the Institution, dis-
cipline, &c., of said Institute as are conducive to its permanence
and usefulness.
11. Sec. XL. And be it further enacted, That the commissioners
of the town of Sparta, shall be vested with all the powers, rights

An Act to amend an act, incorporating the town of Oxford, in the coun-
ty of Newton, and for other purposes therein mentioned.
APPROVED March 4th, 1856.
The General Assembly of the State of Georgia do enact as
follows:
spirituous  1. Sec. I. That the power to grant license for the retail of spir-
liqrs.  ituous and fermented liquors is hereby vested in the corporate au-
thorities of said town and they may grant the same upon such terms
and conditions, and at such rate or tax as they may think proper.
2. Sec. I[. Said authorities shall have power to call out the
hands subject by law to work the roads for the puipose of working
roadsstreetsthe streets and roads within the corporate limitsof said town at such
times as they shall think proper.
3. Sec. III. Said corporate authorities shall have power to
erect a market house, to remove all nuisances from the streets and
lots of said town, to-regulate slaves and free persons of color, to tax
