SEcTioN I. Be it enactled by the Senate and House of' Re- presentatives of the State of Georgia in General Assembly met, and it is hereby enacted b)y the authority of the same, That all Freepersons free persons of color who were residing in this State on the firstoefcolor. day of January, eighteen hundred and forty-nine, and have been fscuento since that time to the present, residents of said State, and who have slncee9 in failed to have their names registered in conformity to law,shall be and ('01o. they are hereby declared to be exonerated and discharged from all pains, penalties and forfeitures to which they were thereby sub-u they corn. jected ; Provided, That this Act shall not operate in favor of any )l1by July, free negro of the arto of fourteen, unless he or she shall, on or be- fore the first day of July next, and once a year in each year there- after have his, her or their name registered in compliance with the statutes of this State. 14. SECTION II.
