enacted by the authority of the samc, That upon condition that
Earnest L. Wittich, of the county of Morgan, do administer
the estate of' George L. Bird, late of said county oflMorgan,
deceased, in pursuance of the last will and testament of said
deceased, he be allowed, over and above the commissions
now allowed by law, the sum of three hundred and fifty dol-
lars annually, and in that proportion for n1 shorter period
than one year.         Assented to, 28th December, 1843.
AN ACT Io amend the several laws now in force in rela-
tion to free persons of' color, and to exonerate and dis-
charge certain free persons of color from all pains, penal-
ties, and forfeitures heretofore incurred and to which they
are subject and liable.
Sue. 1. Be it enacted by the Senate and House of Represen-
tatives of the State of Georgia, in General Assembly met, and it
is hereby enacted by the authority of the same, That all free
persons of' color who have resided in this State from the first
day of' June, in the year eighteen hundred and thirty-six,
and who have thiled to have their names registered in con-
formity to law, shall be and they are hereby declared to be
exonerated and discharged from all pains, penalties, and for-
feitures to which they were thereby subjected-Provided,
that this act shall not extend to any case where there has
been a prosecution and conviction thercon-Provided, that
this act shall not operate in fhvor of any free negro of the age
of fourteen years, unless he or she shall on or before the first
day of August next, and once a year in each year thereafter,
have his or her name registered in compliance with the
statutes of this State.
Sec. 2. Be it further enacted by the authority aforesaid, That
free persons of color under the age of fourteen years, shall
not be subject to the pains and penalties of the laws against
free persons of color, neglecting and omitting to have their
names registered-Provided, that this act shall not be con-
strucd to authorise any free negro under the age of' fourteen
years, or other age, to come into this State.
Sec. 3. Be it further enacted by the authority aforesaid, That
if' any free negro of the age of' Iurteen years, shall hereaf-
ter neglert to have his or her name registered agrecable to
law, lhe or she shall not be compelled to depart this State,
but shall nevertheless be subject to be arrested, tried, con-
victed and fined, and be compelled to pay the same agreea-
ble to the provisions of the second section of an act ap-
proved December the twenty-sixth, eighteen hundred and
