CONSTITUTION.
AN ACT to alter and changc the third and seventh sections
of the first article of the Constitution.
WHERLEAS, the third sctio of the first articlc of thle Con-
stitution of' this State, declares, that the Senate shall be
elected biennially, on the first Monday in November, un-
til such day of cloction be altered by law, and shall be
composed of one member irom each county, to be chosen
by the electors thereof; and whcreas, the sevcuth section
of the first article of' the Constitution of' this State, dc-
clares, that the House of' Representatives shall be compo-
sed of' members from all the counties which now are, or
heileafter may be includcd within this State, according to
their respective numbers of free white persons, and inclu-
ding three-lifths of all the people of' color, the actual enu-
meration shall be made within two years, and within every
subsequent term of seven years thereafter, at such time
and in such manner ii- this convention may direct. Each
county containing three thousand persons, agreeably to
the foregoing plan of enumeration, shall be entitled to two
members ; seven thousand to three meinmbers; and twelve
thousand to four members ; but each county shall have at
least one, and not more than lour members; the represen-
tatives shall be chosen annually on the first Monday in
Novembe, until such day of election, be altered by law,
Until the aforesaid enumeiration shall be made, the sever-
al counties shall be entitled to the following number of
Representatives, respectively: Camden two, Glymn two,
Liberty three, Mcintosh two, Bryan one, Chatha m four,
Eflingham two, Scriven two, Montgomery two, nrke thirce,
Bulloch one, Jeflerson three, Lincoln two, Elbert three,
Jackson two, Richmond three, Wilkes fiour, Columbia
three, Warren three, Washington three, Hlancock f'our,
Greene three, Oglethorpe three and Franklin two; and
whereas, tihe said recited sections require alteration; to
the end therefbre, that said sections may be altered:
