county, to the opening and improvement of Roads within the
district where such neglect of duty happened: Provided, that
no RoadCommissioner or Commissioners in said county of De-
catur shall alter and change the direction ofany old Road, nor
open any new Road in said conuty, without the order of the
Court as is now required by law.
Sjic. 2. Be it enarted bSy the authority aforesaid, That
all laws, and parts of laws, militating againbt this act, be,
and the same are hereby repeald.

AN ACT,
To alter and amend the Rload laws of this State, so fir as re-
lates to the county of Elbert, and to levy an extra tax for
the sane.
SEc. 1. 1le it enarted by th' Sntaland House qf Represen-
tatives of* the Slate <fGogain General Assemiblymint, and
it is herel/n enatd bi ti authoril (<'the same, That from and
alter the passage of this act, the Juostices of the Inferior Court
of the county of Elbert, shall be, and they are hereby vested
with full power and alithority to appoint Con]uissioners, to
lay out a new Road as heretufore prescribed by law, and adopt
any measure in relation thereto, and pirsue any course, which
in theirjudgment, shall bebt promote the interest of the coun-
ty, and public convenience. Also, to lay an extra tax upon
all, and every person liable to work on said roads as hereto-
fore, any sun not exceeding fifty per centuni for any one
year, on the general tax )aid by any person so liable, inclu-
ding slaves, which tax, when so levied and paid, shall exon-
crate the persons paying the same, from all liability to work
on said roads, as heretofore prescribed by law.
SEC. 2. And be it enacted, by    the authority afore-
said, That it shall be the duty of the Commissioners appoint-
ed as aforesaid, to apportion said Roads in such manner as
they in theirjudgment may deem best calculated to effect
the object herein contemplated, and to offer such part or parts
of said Roads, at public outcry, to the lowest bidder, after
giving twenty days notice of the same, and any person or per-
