death, removal, or resignation of any of said conunissioners, t he
remaining commissioners shall have the power to fill said va-
cancy.
SEc. 3. A4nd be it enacted by the authority aforesaid, That
all laws and parts of laws militating against this act be, and the
sarne are hereby repealed.

AN ACT to incorporate the village of Jefferson, in the county
of Jackson.
Be it enacted by the Senate and House of Representatives
of the State of Georgia, in General .dssemnbly met, and it is
hereby enacted by the authority of the same, That Horatio
Webb, James M. Cunningham, Sylvanus Ripley, George R.
Grant, and Augustus J. Brown, be, and they are hereby ap-
pointed commissioners for the village of Jefferson, in the coun-
ty of Jackson, and they, or a majority of them, shall have full
powor and authority to pass all by-laws, which may be neces-
sary for the government of the same, and inflict or impose such
tines, penalties and forfeitures, and to do such other incorporate
acts, as in their judgment shall conduce to the interest, good or-
der, and government of the said village, and for the prevention
of vice and immorality: Provided, such by-laws and regulations
be not repugnant to the constitution and - laws of this State:
Provided also, that the punishment of slaves shall not extend to
the taking of life, limb or member.
SEc. 2. .nd be it enacted by the authority aforesaid, That
the corporate limits of the said village, shall extend four hundred
