AN ACT
To appoint commissioners for the better regulating, and
government of the village of Salem, and for incorpo.
rating the same.
B  E it enacted by the Senate and House of Represent.
atived of the State of Georgia, in General .sseinbly met,
and it is hereby enacted by the authority of the same,
That from and after the passing of this act, the follow.
ing persons, to wit, John Floyd, Hope U. Tigner and
James Knott, be, and they are hereby appointed com-
nissioners of the village of Salem, in the county of
Clark, and that they, or a majority of them, shall have
the power to convene at any time after the passage of
this act, and proceed to the appointment of a clerk and
such other officers as they may deem necessary to carry
this act into execution.
2. and be it furi-ther enacted, That the said com.
niissioners shall hold their respective appointments here-
by given them, until the first Monday in January, one
thousand eight hundred and twenty, at which time, and
on every subsequent year thereafter, the citizens of the
village of Salem, entitled to vote for members of the Ge-
neral Assembly, shall choose by ballot three persons to
succeed them as commissioners of said village; and they
shall have, and they are hereby invested with, full pow-
er and atithority, to make such bye-laws and regulations,
and to inflict such pains, penalties and forfeitures, and
do all other incorporate acts as in their judgment shall
be most conducive to the good order and government of
the said village, of Salemi: Provided, that such by.laws
and regulations be not repugnant to the laws and con-
stitution of this statve and provided also, that the pun.
ishment of slaves shall not extend to the aflecting life,
limb or member.
§ 3. -Ind be it further enacted, T'at any two or more
JUstices of the peace for (Im county of Clark, are hereby
authorized and required, to preside at such election for
