AN ACT
To incorporate the town of LAncolnton in the county of
Lincolu.
BE it enacted by the Senate and House of Representa.
tires of the State of Georgia in General Assembly met,
and by the authority of the same, That Peter Lamar, Rene
Ramson and Lewis Stovall, and their successors in office,
shall have full power and authority to pass all bye-law
and regulations which may be necessary for the improve-
ment and repairing the streets, springs and internal po.
lice of said town: Provided neverthiless, that such bye.
laws, rules and regulations shall not'be repugnant to the
Constitution of the United States and the Constitution
and laws of this state, and that no penalty thereby
imposed, shall extend to corporal punishment, except
to people of color, nor shall any tax upon the people of
said town be imposed which shall exceed one dollar
on ealch poll for- the same yeat.
§ 2. elnd be it further enacted, That whre any va.
cancy in the commissioners of said corporation shall hap.
lien by resignation, removal or otherwise, the commi.s-
sioners in office shall appoint some other person within
the limits of said corporation, to illl such vacancy.

sioners or a majority of them, have power to nppoint a
clerk, marshal, and such other officer as they may dei-i
secessary to carry ino effect all proceedings which they
