AN ACT
.rov the beller regulation and qoeriunent of the town of
.lihens in the county qf Clarke.
6 1. B   E it enacted by te Senate and House of Repre-
$entatives qf the State o* Georgia, in General .dssembly
met, and it is hereby enacted by the aithority qf the same,
That Thomas P. Carnes, John Brown, Augustin S. Clay-
ton, Samuel E!rown and Francis Farrar ,e, and they are
hereby appointed coliinissiqners ol said town, and they
and tleir successors in oflice, are hereby vested with ull
power and puthority, to pass all bye laws and regulatins
which may be liecessary for the improvement andkeeping
in good repair all the strcets of the said town and the pub-
lic roads leading fiomi the same in every direction, and to
the extent of one imile from the College Chapel and no
furthlier, and to have kept in repair, the public Spring, and
to pass any other bye laws for the better Government of
said tow, as may not be repugnant to, or inconsytent
wvith, the constitution and laws of this state. Provided,
nothing herein contained shall be so construed as to
extend the powers of said conusioners to the north
cast side of the Oconee river.
§ 2. .12nd be itfuirther evacted by the authority afore-
said, That the said commissioners and their successors
in oflice shall be, and they are hereby authorised, to impose,
any tax upon the citizens resident within the bounds a-
foresaid, for public purposes, which shall not exceed que
dollar on each poll within the term of any one year.
§ 3. .1nd be it further enacted, That the sid coninus-
sioners and their successors in effee, may impose an fines
or penalties not incompatible with the constitution or laws
of this state-Provided, that no penalfy thereby imposed
shall extend to corporal punishment (except to people of
color) whose punislhment for any one violation of the
bye laws of the corporation, shall not exceed thirty-nine
lashes.
§ 4. And be it further enacted, That the said commis.
