AN ACT
To incorporate the town of Jefferson in
the county of Jackson.
71 1. BE it enacted by the Senate and House of
Representatives of the state of Georgia in General
Assembly met, and it is hereby enacted by the autho-
rity ofthe same, That Thomas Hyde, Willis Pope,
John Boyle, Peleg Rogers and Robert Billups,
esquires, shall be commissioners of said town,
and that they and their successors in office, shall
have full power and authority to pass all bye.

improving and repairing the Public Square,
Streets and Springs of said town, and the promo.
tion of public good; PROVIDED, that such bye-
laws and regulations shall not be repugnant to the
constitution and laws of this state, and that no pe.
nalty thereby imposed, shall extend to corporal
punishment (except on slaves or persons of co-
lor); and provided also, that said commissioners
shall not impose any poll tax upon the citizens of
said town which shall exceed one dollar within
the term of one year.
