( 2. BE it enacted by the Senate and House of
Representatives (Jthe State q Georgia in General
Assembly met, and by the authority - of the same,

successors in office shall have full power and au.
thority to pass all bye laws and regulations which
may be necessary for the improvement and repair-
ing ofthe streets of said town, and the preservati-
on of the public good; PRfOVIDED NEVERTIIELESS
that such bye-laws and regulations shall not be re.
pugnant to the Constitution and laws of this state,
and that no penalty thereby imposed shall extend
to corporal punishment, except to people of color;
