rily (f the fame, That from and after the paming of
thi AL, it ihall not be lawful for any perfin or per-
fons, to man.unlu or fet free any negro flave cr (Lves,
any mulatco'mullzo, or any other peifon or Poibns of
colour, who may be deemed flaves at the time of the
plirg of this A&,, in any other manner or form, than
by an application to the 1 egiflature for that purpo fe.
Sic 2. .dAd be it further maled, That if any per.
fen or perfons fhall after the plffing of this A&, fec
free any flave or flaves, in any other manner or for m
than the one prefcribtd hercin, he (hall forfeit for every
fuch offence two hundred dollars, to be recovered byt
a~fion of debt or indialnent, thc one half of the faid
fAim to be applied to the tife of the County in which
the offence may have becn committed, the other half
to the ufe of the informrT or informers ; and the faid
flave or flaves fo manumirtted and fEt free, contrary to
