53d section of  Be it enacted by the Governor and Legislative Council of the
act (if17 Nov. -Territory of Flotida, 'I'hat the filly-third section of' the act,
t828, repealed passed the 17th November, 1828, relating to Crimes anid Mis-
demeanors committed by slaves, Ifroc negrocs and mulattoes, be
and the samo is hereby repealed.

No. 38. An ACT regulating the rate of Interest,
Iate of inter-  See. 1. Be it enacted by the Governor and Legislative Coun.
estcolivetiulal cil of the Territory of Florida, That any rate of interest or pre-
mium, for the loan or w.-e of inotcy, wares, or merchandise, or
any other commodities, fairly and bona fide stipulated and agrced
upon by the partics to such contract, expressed in writing nd
signed by the parties to be charged therewith, shall be lawful
and recoverable, and no bona tide contract shall be vacated or
impaired by reason of any premium or rate of' interest so stipu-
lated and expressed.
If no rate be  Sec. 2. lIe it further enacted, That on all contracts, written
