AN ACT to amend an act for the establishment of a Territoiil
Governmcnt in Florida.
Be it enacted by the Seiate and House of Rep resenta;
fives ofthe United States of America in Congress as-
senbled, That all that 'Tevrit.ry, ceded by Spain to thc
Uiitcd States, known by the name of East and Weat
Florida, shall constituiv a Territory of the United
States, under the name of the rerritory of Florida, the
government whereof shall be organized and adminis-
.tered as follows.
Sec. 2. .And be it further enacted That thle execti-
live power shall be vested in a Governor, who shall te-
oide ito the Territory, and hold his office during ihe
term of three years, unless soonter removed by the Pre-
sident of the United States. He shall be commander
in chief of the militia of the said Territory, and be ex
officio, supertntendvnt of Indian affairs, and shall have
pnwer to grant parldnns for offenses Loll't, nces] against
the said Territory, and reprieves for thobe agaipast the
United States, until the decision of the Prvsident of the
Unitel States thereon shall be made known; and to
appoint and commission, by and with the consent of
the Legislative Council, all officers, civil and of: the
mpilitia, whose appointments are not herein otrierwise
provided for, and which shall lie established by law.-

ted.
See. 3. Aind be itfuritler enacted, That a Secretary
ofr the Territory shall be appointed, wlo shall hold his
ol'fice during the term offoutr years, unless tooner re-
monuved by the President of' the Untted States; whose
duty it shall be, under the direction of the Governor to
record and preserve all the papers and proceedings of
the executive, and all the acts of th  Governor and Le-
gislative Council, and transmit authentic copies of
the proceet'dings of the Governor, in his Executive de-
partmeut, every six months, to the President of the
United Slats.
Sec. 4. And be itfurthier enacted, That in case of the
death, removal, resignation, or necessary absence of
