paid to the informer, who shall be a competent witness, and the
other half to the State. And on the trial of any indictment Proof.
nitder this Section, any lottery scheme drawing, ticket or tickgts,
certificate of or substitute for a ticket or tickets, or part or parts
of tickets, which shall be proved to have been by the traverser
or traversers brought or procued to be brought, or sent or
procured to be sent into this State, or printed or procured to
be printed within this State, for the purpose of circulating the
same by mail or otherwise, shall be hold as prina fcie evidence
within the description of this Section.
SEcTIoN 2. And be it enacted, That this act shall take effect
from and after its passage.

CHAPTER 30.
An Act to incorporate the Town of Middletown.
Be it enacted by the Senate and House qf Representatives qf the
State of Delaware in General Assembly met, (two thirds of each
branch of the Legislature concurring): SEcTION 1. That an eec-
tion shall be held in the town of Middletown, New Castle County, TOW,, wnee.
on the first Monday of March next, and on the same day yearly, as l
from one o'clock till four in the afternoon, for live Commissioners, held.
an Assessor, and Treasurer. Three of said Commissioners, and
the Assessor, shall be residents of and freeholders in said town.
The votes shall be received by the State's Justice of the Peace in
said town, and the result of the balloting for said Commissioners, no o
Assessor, and Treasurer, shall be ascertained by himself and twoudecea.
citizens of said town, selected by him to assist in holding said
election. At such election every free white male citizen of said
town, who shall have attained the age of twenty-one years, and is who may
a taxable of said town, shall have the right to vote. The Justice vote
of the Peace and two citizens aforesaid, shall be the judges of.iamgeorthe
the election, and shall decide on the legality of the votes offered. tecoon.
Immediately after the election is closed, the votes shall be read
and counted, and the persons having the highest number of votes
shall be declared duly elected, and shall continue in office one
year, or until their successors are duly elected.  IInmnediately rinoronce
