State, as may be necessary, right and proper, for the more speedily
and effectually raising and securing the payment of the balance of
the money authorized by the act to which this. is a further supple.
ment, or such part thereof as within the time limited can be raised,
and for carrying into effect the provisions of last mentioned act or
of any supplement thereto: Provided, that nothing herein contained
Proviso,  shall be held, deemed or taken, to render the said State liable or
accountable for any monies not actually received by the said State
Treasurer, in his official capacity as such State Treasurer.

CHAPTER DI.
A FURTHER SUPPLEMENT to an act entitled An act to

Be it enacted by the Senate and House of Representatives of the
State of Delaware in General Assembly met:
SECTION 1. That the proviso in the first section of the act to
No license to which this is a further supplement, and all and every the provisions
be hereafter of the said act, or of any supplemental act thereto, which autho-
kepda g  rizes the issuing, by a justice of the peace, of a license or permit to
a free negro or free mulatto to have, use and keep in his possession,
a gun or fowling piece, be and the same are hereby repealed,
made null and void.
Passed at Dover, February 28, 1843.
CHAPTER DII.
AN ADDITIONAL SUPPLEMENT to the act entitled '.2 fur-
Anto. chap. ther supplement to the act entitled 'An act to alter and re-establish

SECTIon 1. Be it enacted by the Senate and House of Represen-
tatives of the State of Delaware in General Assembly met, I1hdt the
Mayor's   mayor's court of the city of Wilmington shall not be deemed or
court to ex- taken to be a court having common law jurisdiction; and that

ommon o power or authority to entertain or exercise any common law ju-
