CuAP.   and directed to pay unto James A. Bayard, or his
     order, and to Casar A. Rodney, or his order, the
sum of one hundred dollars, respectively, for servi-
ces as counsel in certain actions of ejectment now
pending in the circuit courtof thc UnitedStates, in
the iame of the lessee of Richard andThomas Penn,
against divers citizens of this State, holding lands
To !he auditor ofuIider the grant of this State ; and to the auditor of
accounts, or his order, the sum of one hundred dol-
ha , to enable him to make such further prepa-
ration for the trial of the said suits, as shall be ad-
vised by said counsel.
Nich's Van- SEC. 2. And be itfriter enacted, That the state
dy ke.      treasurer be, and he is hereby authorized to pay to
Nicholas Vandyke, late attorney general, or his or-
der, the sum of one hundred dollars, as a retaining
fee in the said suits.

An ACTfor the better regulation of free negroes and
free mulattoes.
gonresident freeSECTION 1.  E IT ENACTED      by the Senate
f'rcorvirohibit-         15  and House of Representatives of
- side in this state. the State of Delaware, in General Assembly met, That
no free negro or free mulatto, not now residing in
this State, shall hereafter come into this State, to
ro be warned toreside, (except as herein after excepted;) and that if
depart.     any free negro or free mulatto, shall come into this
State, contrary to the directions of this act, and
shall remain here ten days, it shall be the duty of
any justice or conservator of the peace, who shall
have knowledge or information thereof, to issue his
