JOINT RESOLUTIONS
Of Instruction, on the subject of changing the Constitution of the
United States.
The Committee on Federal Relations, to which was referred certain
Resolutions of the State of Massachusetts, proposing to change the
Constitution of the United States, in such manner as to deprive the
slave holding States of their present proportion of representation in
Congress, have had the subject under consideration, and instructed me
to report the following resolves, and respectfully ask their passage:
The General Assembly of the State of Alabama will, in no event,
give countenance to this proposition of Massachusetts. The provision
proposed to be stricken from the Constitution, contains within it, the
terms upon which the Union -was formed, and any attempt now to
change it, and thereby disturb the confederacy, ought not to be made.
Alabama views all such attempts as evidences of bad faith on the part
of a sister State; having a direct tendency to weaken the bonds of mu-
tual interest and good feeling which has hitherto bound us together:
Therefore,
Be it resolved by the Senate and House of Representalives of the
State of .dlabama in General dssemibl convened, That the proposi-
tion of Massachusetts so to change the Constitution of the United
States, is considered wholly inadmissable by the people of Alabama.
Resolved further, 1st. That our Senators in Congress be instructed,
and our Representatives requested, to use their utmost exertions against
the proposed amendment of the Constitution of the United States to ex-
clude the representation of 1 three-fifths of all other persons.
2nd. And be it further resolved, That it be made the duty of His
Excellency the Governor, to forward a copy of the foregoing resolu-
tions to each of our Senators and Representatives in Congress.

In regard to the State of Georgia.
Resolved by the Senate and House of Representatives of the State
of .11aba ma in GeneralAssembly convened, Thatthe Stateof Alabama
will support the State of Georgia in all proper and needful enactments,
intended to enable the State of Georgia to sustain herself against ag-
gressions upon her rights of sovereignty; among which we hold the
right to pass laws preventing the ingress of free negroes into her terri-
tory.
Approved, 17th January, 1844.
