be so construed as to prevent appeals to the Circuit and County Courts,
in the same manner and under the same rules and regulations as ap-
peals are taken from .ustices.of the Peace.
Sec. 9. And be it further enacted, That the said Intendant and
Council shall have power to levy and collect a tax on real estate, not
exceeding twentyfive cents on every hundred dollars worth, when
raze..    the lots are improved with a house or houses and enclosurse, and not
exceeding one dollar on every hundred dollars worth, when the lots
are not improved with a house or houses and enclosures; and not ex-
ceeding firty cents on every hundred dollars worth of stock in trade;
and all other personal property kept within the corporate limits of the
roviso. town of Salem: Provided, The tax on real and personal estate be laid
in proportion to the value thereof, according to an assessment and val.
uation given by the owner or owners, his, her, or their agent, or by
the Assessor appointed by the Intendant and Council, and should any
person think his or her property assessed too high,. lie or she, shall
have a right to complain to the Intendant and Council, who shall con-
sider and reduce said assessment, if in their opinion, it has been placed
too high by said Assessor, and their opinion shall be final.
See. 10. dnd be itfurt/-her enacted, That the Intendant and Coun,
cil of the said town of Salem, shall appoint an overseer or overseers of
Appointment the streets of said town, and shall require and regulate the working
if overseers. on the same, not exceeding ten days in each year, and may exempt at
their discretion from working on the sime, all persons they may
think proper, and all persons living within the corporation, liable by
law to work on roads and highways, by paying an additional poll tax
not exceeding five dollars pert head, on each one so liable to work for
the use of said town, shall be exempt from working on the same.

To anecd an act entitled an act, to incorporate the Town'of Talladega, in tho County
of Talladega, passed 9th day of January, 1835.
Section 1. Be it enacted by the Senate and House of Repre.
sentatives of the State of.0/abana in Generaldsvembly convened,
rower to levy That from and after the passage of this act, the Intendant and town
tax.      Council of the town of Talladega, in the county of Talladega, shall
have power annually, to levy and collect a tax on all real estate aitu-
ate in said town, not oxceeding twelve and a half cents on each hun-
dred dollars worth; and also a poll tax, not exceeding fifty cents on
Provis,.  each wvhite male inhabitant above the age of twenty-one years: Pro-
vided, He shall have resided within the corporate limits of said
town two months preceding the time of levying said tax; and on
each slave over ten and under fifty years of age, not exceeding fifty
cents; on every free negro or mulatto who shall reside within said
town, not exceeding twenty-five dollars.
Soc. 2. And be itfurther enacted, That each and every owner, or mas-
ter of any blave or slaves within the limits of said corporation, who
shall suffer or permit any such slave or slaves, to hire his, her, or their
