To the Senate of the United States: In answer to the resolution of the Senate of the 5th instant, upon the subject of the supposed kidnapping of colored persons in the southern States for the purpose of selling them as slaves in Cuba, I transmit a report from the Secre- tary of State, to whom the resolution was referred. ANDREW JOHNSON. WASHINGTON, March 15, 1866. DEPARTMENT OF STATE, TWashington, Marc/i 15, 1866. The Secretary of State, to whom was referred the resolution of the Senate of the 5th instant, requesting the President to communicate to the Senate, if not incompatible with the public interest, any information which may be in the possession of the Executive in regard to the alleged kidnapping of colored persons in the southern States for the purpose of selling them as slaves in Cuba or elsewhere, has the honor to lay before the President the papers mentioned in the accompanying list, which are all in this department, upon the subject of the resolution.
