MAl ORITY REPORT


                            OF


    COMMITT iE ON COLORED SCHOOLS.





 TO THE HON. HOUSEB OF REPRESENTATIVES:
   The Special Gommittee of the House of Representatives to
whom was referrcl the petition of Isaac Rice andothers ask-
ing for equal school rights, with other papers relating thereto,
beg leave to present this their report.
   Your committe- have advertised the time, plac( and object
of their assembling, and given full opportunity to the petition-
ers and all others to appear and be heard upon iiie question
at issue. Only oe party appeared, and that-the petitioners,
who were heard at length; and after a full and careful con-
sideration of they~arious questions of fact, of right and justice
suggested therebyL, a majority of your committee have come
to the following conclusions, viz:
   1st. That the Constitution of this State makes no distinc-
tion among the people of the State on account of color.
  2d. That in ailmitting the colored population, to citizen-
ship under this Ctnstitution, we guaranteed to, them the full
enjoyment of eve.-y civil right and privilege which that instru-
ment secures to Cch and every other class of citizens. The
language of the Constitution, Art. 1, See. 2, i, All laws,
therefore, should be made for the good of the whole.
