 In comp iance with a resolution of the Senate of the 11th instant, a copy of the
   report of lon. Thomas Hood and Hon. S. TV. Bostwick, special commissioners
   upon the condition and treatment of colored refugees in Kentucky, Tennessee,
   and Alabama.

   SIR: I have the honor to transmit herewith, in compliance with the resolu-
 tion of the Senate of the 11th instant, a copy of the report made to this depart-
 ment by the Hon. Thomas Hood and the Hon. S. W. Bostwick, special com-
 missioners appointed to investigate and report upon the condition and treatment
 of colored refugees in Kentucky, Tennessee, and Alabama.

 Report of the commissioners of investigation of colored refugees in Kenturkly
                          Tennessee, and Alabama.
                                 WASHINGTON, D. C., December 28, 1864.
   SIR: The undersigned special commissioners, appointed by your order of
 June 2, 1864, to investigate and report upon the condition and treatment of
 colored refugees at Nashville, Tennessee, and Louisville and Camp Nelson,
 Kentucky, submit the fbllowing report and recommendations:
   The colored refugee camp at Nashville, Tennessee, and all other like camps
 within the department of the Cumberland, were organized and claim to be con-
 ducted under the plan of the order of Adjutant General L. Thomas, dated at
 Nashville, Tennessee, February 4, 1864, designated as Order No. 2, as fol-
 lows, to wit:
                                         NASHVILLE, TENNESSEE,
 Orders, No. 2.]                                   February 4, 1864.
   I. A camp for the reception of contrabands will at once be established in
the vicinity of Nashville, Tennessee. The entire control and supervision of the
