91-85    CRIMINAL LAW: Fines for violations of the Tennessee
Drug Control Act go to the County Trustee or City
Recorder where the violation occurred for use in the
local drug enforcement program; however under T.C.A.
S39-17-428, a portion of the mandatory minimum fines
for violat.ions goes to the governing body of the law
enforcement agency responsible for the investigation
and arrest. DUI fines (T.C.A. S55-10-3G3) generally
go to the jurisdiction initiating the arrest except
that collections initiated by state officers to go the
county where the case is tried. T.C.A. S5-8-104,
