90-100   CONSTITUTIONAL LAW, TENNESSEE: Game and Fish: The
Tennessee Wildlife Resources Commission is authorized
to regulate all hunting and fishing in Tennessee,
whether such activities occur on State-owned land or
privately owned property; a municipality may not
regulate hunting, trapping, or fishing within the
municipality's boundaries, either by license or by
permit. Tenn. Const. Art. XI, 513; T.C.A.
S§70-2-101-221, -204, S§70-4-101, -102, -107, -301;

90-10.   CONSTITUTIONAL LAW, TENNESSEE: General Law/Class
Legislation: The grandfather rights found in T.C.A
§68-13-403(d) are rationally based; the April 15, 1986
date in the statute was not arbitrarily chosen by the
General Assembly, as it is the effective date of a
1986 enactment thvt substantially amended this law;
alccordingly, T.C.A. §68-13-403(d) does not constitute
impermissible discrimination or class legislation in
violation of the equal protection provisions of either
the Fourteenth Amendment to the United States
Constitution, or Article XI, S of the Constitution of
