DEPARTMENT OF THE ATTORNEY GENERAL,
December 11, 1890.
To his Excdlency the Governor:
I have the honor to submit to you the following report of
the operations of the Department of the Attorney General
for the two years last past, with such suggestions as have
seemed to me to be pertinent.
It gives me pleasure to say that the period embraced in
this report has been distinguished for the general peace,
good order and prosperity which have prevailed throughout
the State. With the exception of the single instance of a
slight disturbance at Ocracoke Island last winter, arising
from controversies growing out of the prosecution of the
oyster trade, and which was purely local, there has been no
demand upon the Executive for the extraordinary powers
conferred by the Constitution to enforce the laws, and in the
case referred to, owing to the wise policy pursued by your
Excellency, order was speedily restored, without a resort to
unusual methods, and the machineryiof the civil laws was-
found to be amply sufficient to meet the supposed emer-
gency.
Near the commencement of your administration there
was, in one or two sections of the-State, a recurrence of an
effort on the part of a few lawless and ignorant men to take
the execution of the laws into their own hands, but the
prompt and decisive measures adopted by your Excellency,
