              he  have your letter of recent date in watlch you
    submit the  followin  for our opinion:

               the  biuchanan County Court wouid lime
               to have an opinion on whethor or not
               sect on 114'20, pare 51,  election
               Laws Levised 1943-44 would apply to
               the coming election on the adoption
               of the new proposd  constitution.

               In other words, t e County Court
               are desirous of knowing whether or
               not they have the power to consoli-
               date election precincts in the com-
               ing election.  If so, it will save
               considerable money to the Gounty
               and tale County court are at this time
               making appropriations for tae 1945
               budget.  For that reason they are
               anxious to receive your opinion in
               this matter as soon as possible.

               Section Z of Article XV of the Constitution of   l0-
    souri deals wita  the calling of elections for constitutio al
    conventions  and with various qu stious concerning tae pro-
    ceedings  and actions of such a convention.  Among other thin s
    said Article provides  as follows:

                * Any proposed ContiLtution or
               constitutional -mendients wuich shall
               have been adopted by slach convention
               shall be submitted to a vote of t e
               electors of the state in suca manner
