The laws of the State of Missouri provide adequate authority to the
Department of Natural Resources to carry out a program for the control
of underground injection wells as described in the Program Description
submitted to the EPA and as required by 40 CFR Part 145.

An industrial development corporation organized under the Industrial
Development Corporations Act, Chapter 349 of the Revised Statutes of
Missouri, 1978, as amended, has the power and authority to issue
revenue bonds and to loan the proceeds therefrom to a corporation
for the purpose of refinancing and extinguishing outstanding indebted-
ness previously incurred by such corporation in connection with the
purchase, construction, extension or improvement of a project as
defined in the Industrial Development Corporations Act.
