    Dear Marshal Highshaw:

    You requested an opinion from this Office concerning whether the Monroe City
    Marshal's Office is subject to the requirements of the Louisiana Motor Vehicle Safety
    Responsibility Law (LMVSRL), La. R.S. 32:858, et seq. Additionally, you have
    requested legal advice on the steps necessary to become self-insured.

    Our office cannot act as your attorney or legal advisor, and therefore, we cannot offer
    an opinion as to whether the Marshal's office should become self-insured or the
    potential legal ramifications of becoming self-insured. However, we are of the opinion
    that the Marshal's Office is not subject to the provisions of LMVSRL. As identified in
    your request, La. R.S. 32:1041(A) specifically provides that the LMVSRL does not apply
    to any motor vehicle owned by, inter aia, the State of Louisiana, any political
    subdivision of the state, or any municipality therein. Accordingly, it is the opinion of this
    office that the LMVSRL is not applicable to vehicles owned by the Marshal's Office in
    the City of Monroe.
