La. R.S. 33:4574
Pursuant to La. R.S. 33:4574(F)(1)(a) and (b)(i), the directors of
the Lafourche Parish Tourist Commission shall consist of seven
directors appointed by the governing authority of the parish from
lists of nominees submitted to the governing authority by
private, non-profit groups that have an interest in one or more
aspects of the tourism industry.  Any ordinance that is
inconsistent with La. R.S. 33:4574(F)(1)(a) and (b)(i) would be
invalid.

You have requested an opinion of the Attorney General on behalf of the Lafourche
Parish Tourist Commission d/b/a Bayou Lafourche Area Convention & Visitors Bureau
(Lafourche Tourist Commission) regarding whether the Lafourche Parish Council may
change the manner in which the board directors are appointed. Your question has been
forwarded to me for research and reply.
In 1975, the legislature enacted La. R.S. 33:4574 et seq., authorizing the governing
authority of any parish to create a tourist commission on its own or jointly with one or
more other parishes.' In 1995, the legislature significantly amended the laws governing
tourism commissions.2 As a result of the 1995 amendments, there are now two types of
tourist commissions authorized and created by La. R.S. 33:4574.3 The Lafourche
Tourist Commission is specifically authorized by La. R.S. 33:4574(B)(17), which
provides:
B. Pursuant to Article VI, Sections 19 and 30 of the Constitution of
Louisiana, the following commissions and bureaus, hereafter collectively
referred to in this Chapter as tourist commissions or commissions, are
hereby specifically created as special districts or commissions. Each such
commission shall be a body politic and corporate and a political
subdivision of the state of Louisiana, composed of the following territory:
(17) Lafourche Parish Tourist Commission composed of all the territory in
Lafourche Parish.
