SUBJECT: LICENSING-The Contractors' State License Board lacks authority to
license the activities within the sign, scene and pictorial artists industry.

The Honorable Leo B. Hoschler, Registrar of Contractors, Contractors' State
License Board, Department of Professional and Vocational Standards, has requested
our opinion on the following question:
What is the authority of the Contractors' State License Board with respect
to the licensing of activities falling within the sign, scene and pictorial artists
industry?
The conclusion is:
The activities generally falling within the sign, scene and pictorial artists
industry are not subject to the licensing authority of the Contractors' State License
Board.
ANALYSIS
The present question arises by virtue of the petition of certain members of
the industry, generally referred to as sign painters, for licensing by the Contractors!
