Opinion No. 66-239-January 19, 1967
SUBJECT: PEACE OFFICERS-A governmental agency need not allow time off
and need not arrange its work schedules to enable peace officers to attend
meetings or otherwise carry out the objectives of the officers' employee organ-
izations, but the agency must refrain from activities which might be construed
as interference with, or intimidation, restraint, coercion or discrimination
against officers because of their organizational activities.

The Honorable Carley V. Porter, Assemblyman, Thirty-Eighth District, has
requested the opinion of this office on the following questions pertaining to the
organizational rights of California peace officers:
1. Must a governmental agency provide peace officers reasonable time off to
carry out the objectives of their employee organizations?
2. Does the prohibition of an officer of a peace officers' organization from
attending meetings of such an organization during working hours constitute a
violation of sections 3500-3509 of the Government Code?
3. Since officers of such an organization may work different shifts and days
(and therefore may not be off on the same day and times), must the employing
agency arrange schedules so that they may effectively meet with their organizations?
4. Finally, what additional protections are members of such organizations
provided to insure that the right to belong is effective?
