Dear Governor:
I have made as careful investigation as time
has permitted in regard to your inquiry of 4ril 12,
1927, relative to the powers of the legislature to re-
cess, and other matters suggoted. I have not had ac-
cess to the Journals of the constitutional convention,
and have no indepiendent recollection as to whether the
particular questions were discussed 'uriny the debates
of the convention.
Prior to the adoption of the Constitution,
the legislature of the territory was limited 1,,- the
following provisions of the organic law:
The sessions of the le-islative
assemblies of the several terri tories
of the United States shall be limited
to sixty das duratioE. Sc~  tion 16,
UOranic Laws of' Arizona.
This provision was construed in Maricopa County vs.
Osborne, 4 Arizona 331.
The provisions of the State Constitution
pertinent to the inquiry are:
The sessions of the legislature shall
be held biennially at the ca'tal of the'
State * * *   Article IV, subdivision
2, section 3; and
Until otherwise provided by law,
members of the leCisltature shall re-
ceive seven dollars per day; provided,
however, that they shall receive such
salary for a period not to exceed six-
ty days in any one session
